SCOPE OF WORK

 

Review previous environmental report, opine on the Phase II recommendations, resolve open issues.

 
 
 
ISSUES
RBS Greenwich Capital required a review of a completed Phase I Environmental Site Assessment (Phase I ESA) on a 32-acre, 281-pad mobile home community. The previous Phase I ESA identified two causes of concern at the subject property. 1) Union Carbide, owned the property in the 1950's, and the proximity of 2) a hazardous waste landfill. Based on these concerns, it was recommended that a large-scale Phase II Investigation be conducted at an estimated cost of $30,000.
 
VELOCITY's APPROACH

Velocity reviewed the report for 1) Conformity to rating agencies and the ASTM E1527-00 Standards. 2) Support of its conclusions and recommendations with adequate data. 3) Review and discussion of environmental liabilities.

Velocity conducted additional research to determine the use of the property by Union Carbide obtained aerial photographs, conducted a 75-year chain of title to determine the exact dates of Union Carbide's ownership, and contacted corporate representatives for information pertaining to their use of the subject property.

Additional research regarding the landfill was conducted by contacting the landfill owner who provided data obtained from the monitoring wells located nearest the subject property. Velocity contacted the NYSDEC case officer who confirmed the data and that the landfill did not appear to have contaminated the subject property.

 
RESOLUTION
Velocity's additional research determined that the subject property had never been used as a waste landfill and that the monitoring well data show that contamination in the adjacent landfill had not migrated onto the subject property. These results required no further action at the subject property saving0 the client upwards of $30,000 and enabled the deal to close on time and without any further complications.
